Purpose of the strategy

This strategy sets the priorities of the Latvian Amateur Radio League (LRAL) for 2026-2028. Its purpose is to focus the organisation's people and finances on passing on amateur radio knowledge, engaging volunteers, informing the public, and sustainable organisational governance.

The role of the organisation

The Latvian Amateur Radio League is a voluntary national association that unites and represents Latvian radio amateurs and is a member society of IARU Region 1. LRAL maintains knowledge, mentoring and communications infrastructure, organises training for beginners, represents the interests of radio amateurs, and promotes public understanding of responsible radio communication.

During the strategy period, LRAL will develop amateur radio as a socially useful form of voluntary participation. The organisation will separate public-benefit, education and community-resilience activities from competitive sporting activities, and will maintain transparent cost accounting for each source of funding.

Core principles

  • Volunteering and public benefit. LRAL resources are used to fulfil the goals set out in its statutes and the needs of the wider public.
  • Responsible and safe use of radio communications. Regulatory requirements, amateur radio ethics and data protection are observed in training and public events.
  • Accessibility. Activities intended for the public are free of charge, and equal treatment is observed when selecting participants.
  • Transparent governance. Significant decisions are recorded in minutes, financial spending is separated and auditable, and conflicts of interest are identified promptly.
  • Cooperation. LRAL cooperates with municipalities, educational institutions, NGOs and state institutions, while each party retains its own competence and responsibility.

Implementation and oversight

The LRAL board is responsible for implementing the strategy. At the start of each year, the board approves a work plan and budget, naming responsible persons and deadlines. To carry out specific tasks, the board may form working groups and appoint coordinators.

At least once a year, the board reviews progress on indicators, the financial situation, member and volunteer engagement, cooperation results and risks. A summary of the review is published on the LRAL website. If external circumstances change significantly, the board may adjust activities and indicators while preserving the goal and core principles set out in the strategy.
